Babies don't wear clothes. They are dressed in only a white nappie.
To change a toddlers clothes you first have to go out and buy a new suit. The when you get home you get a teenager or an adult sim to change them. While being the older sim you click on the baby change table that can be bought in buy mode- miscellaneous- children and you pick the box that says something like: plan _______'s everyday.
that is one of the downfalls of the sims 3, ugly maternity clothing. your sims can't change their maternity clothing.. it is unfortunate
