In The Sims 2 for PSP, you can't directly change lots in Freeplay mode. Instead, you can switch to a different lot by using the "Map" feature to select a new location. Once you choose a new lot, you can start playing there with your second player. Remember that gameplay is limited compared to other versions, so customization options are minimal.
You can not play 2 player on Bust Out mode, but you can on Freeplay mode. Here is what you do: First get to the munu for Freeplay mode. The 2nd player should then click start.

By freeplay if you mean create mode then yes you can. You just have to make them first. If by freeplay you mean just playing community levels online, you will have to find a level made by someone else that contains guns.

It's a glitch if it's in freeplay mode. If in story mode it's part of the story..and I believe they leave eventually.
