How do you charge the scooter on Night Watch Island?

Once you have charged the scooter (with the quick charger from MacGuffin's), drive down into the atrium, and left into the west wing, then back. When you see the cart drive past down the left escalator, go to the top of the escalator and wait there for it to come around again. (For some reason, it does not always come back right away.)

Answer 2

You charge the scooter by going to MacGuffin's and get the new quick charger. Your character will say "Well, I'm on official business, after all." And then you go back to the manager's office and charge the scooter with the quick charger.

Sadly, the charger does not survive this use.

You use the "scooter" (Segway Transporter) it at the start of the island, to get the job.

When the crook steals a security cart, Gus suggests that you get the scooter in the Mall office. The code word is FROST. Go to MacGuffin's to get the quick charge device for it. When you leave the office, go to The West Wing, then return to start the cart chase. Go to the top of the escalator (left side) in the atrium and the cart should drive by (it's actually a dummy driver). This sequence can be difficult to start for some reason, as the cart is driving places it cannot go.
