Sims in The Sims 2's needs can be very demanding if your teenage boy comes home from school with comfort and fun in the red. How are you going to do homework? Sometimes you just need to pause the game and cool down.
If you're a not-cheat kind of sim player, then I can't really help you. Just give the sims what they need.
However, if you are the kind of person that uses cheats, I find these two very helpful. I use this often for when I have toddlers or pregnant women, or even just multiple people in one household!
maxmotives
This cheat will make ALL your sims needs go up EXCEPT for the Envirement need. But that one is the need that isn't that hard to fix.
motivedecay off
If used right after maxmotives, it will prevent your sims' needs from going down. If you're really mean, you can get your sims motives in the red and let them stay there.

if you mean other sims that are in your household, then you can hit the space bar and it will cycle through the sims that are in your family. but if you want to control other sims in the neighborhood then you can use a cheat.
open the cheat menu by using
ctrl + shift + c
then type in
"testingcheatsenabled true"
you can then hold down the shift button while clicking on a sim and add them to your household, making them selectable.
