Make him hit himself with one (jump up near him while one is coming at you), and he will get mad and begin yanking up chunks of the ground to hit you. Slide the rock from the right side (near the restroom) over toward him, just a bit right of directly under him (between the base and the bench). When he yanks up the ground, the rock will hit him.
Cuff him and you will get credit on your Superhero ID.
