To activate the teleporter in the Death Ray room in the "Mothership Zeta" DLC for Fallout 3, you need to first complete the quest "The Experiment." After rescuing the other abducted humans and defeating the alien enemies, you'll find a control panel next to the teleporter. Interact with it to initiate the sequence, allowing you to use the teleporter to reach the Death Ray room. Once activated, simply step onto the teleporter platform to be transported.
