You have to get your relationship level up very high, around 75 at least. Next, make sure that they are romantically involved with each other. After that, ask them to move in if you haven't already. When that's over with, you should make sure both sims have good moods and then the option to propose should appear in the socialize menu. Then, propose. If they accept, simple as that. If not, just keep trying, perhaps butter them up first with a gift and kisses.
