It may be a little bit different to the Xbox version but I am sure it is at least 99.8% the same. :)
You need two controllers. First make sure they are both plugged into the console.
Run The Sims 2 as you usually do and choose Story Mode or Freeplay. When doing so it will prompt you to choose one or two Players. You bring up the save and play as usual. -- It will use a split screen (half and half vertically).
The Xbox, Gamecube and PS2 version share a similarity.
