Drawing anime and manga aren't that difficult to draw. Just practice and you'll get better! But here are some tips.
If you are a beginner, just start drawing anime/ manga characters heads and faces first. So basically, just draw an anime/manga portrait. Add neck too!
If your getting better from the beginner stage, start practicing the body's of both female and male so you know the shape of them so it'll be easier to draw females and males.
Putting clothes on characters is just a little tricky. Maybe you can LIGHTLY draw the body parts as a guide line and put the clothes over it. Or you can just draw the clothes on where they should be. Put wrinkles/folds where you think should be, depending on how it's worn. Not also that, but shade little parts of the wrinkles/foldings.
For hair, you can do anything you want. Especially when drawing OC's. What you can do is lightly color it and rub it in with a tissue to make it look cleaner. You can use markers, too if you wan if your really advanced. Just check out some videos on YouTube and you'll see.
As for the eyes just practice them. You can use some type of white out stuff for the light circles (I don't use that stuff) or you can just draw it out. OBSERVE THE EYES IN ANIME AND MANGA!
