You may use a boat, and boats only, to fare the waters in GTA III. The other vehicles have not been programmed to be steerable over water and will only float until your HP is down to 0, at which point you will die and respawn at the hospital closest to where you died.

There is no known cheat to drive in water in gta 3. The only way to do this is somewhat stressful and combines the use of the health-cheat with the use of the Rhino tank. You need to be in a Rhino to be able to move yourself in the water by firing its cannon in the opposite direction of where you want to go. The problem is the fast health-drain that will have you dead in 3-4 seconds, unless you keep on writing "gesundheit" to fill up your hp to 100 when you're running low. All in all, this technique enables you to successfully move along in the water with the rhino, but as said, it is not a relaxing technique and most of the times you find yourself in the water trying this technique to reach some faraway place, you will end up not being able to get out of the tank because there is an edge which you can not run over from the water. Therefore it is most likely a bad idea to drive around in the water. It serves no other purpose than the purpose of driving on water itself.
