As of yet, there is no way to edit game settings in a local splitscreen game.

Treyarch recently updated Black Ops for Xbox360. For people with xbox live, they have the updated version, and are able to get to the "Game Settings" tab (you can play with computers, with this tab). If you want the tab, you have to either buy Xbox Live, or bring your hardware to a friends house, and update the hardware.
