You can't in pokepark 1 you can only use pikachu but you can make friend pokemon but they won't evolve either. If you are playing poke park 2 you can get a snivy oshawatt and a tepig that you can use. they wont evolve either but you can still use pikachu in poke park 2 too. You can still make friend pokemon also in that game but they won't evolve. Sometimes if you befriend a certain pokemon in poke park 2 and you are in a battle and your life is low you will see them pop up in the corner by your life bar and if you press the button that is by the pokemon it will attack the foe.
