In Virtual Villagers 4, you fill the well by assigning villagers to collect water from the nearby pond. Once they have gathered enough water, direct them to the well to pour it in. You need to continuously have villagers working on this task until the well is filled completely. After it's filled, the well becomes a water source for your village.
