In Pokémon Conquest, the first step to finding Luxray is you will first need either Shinx or Luxio which can both be found in the Violight Kingdom and if you have Shinx then you will both need to evolve it to Luxio by having its Attack stat at 35 and then Luxio will begin to evolve into Luxray once its Attack stat has reached the number of 95.
