If you have broken and ordered the Zess T's Contacts then you have to beat a level for the order to came in. If not... Goto the west Entrance you will find Zess T looking for her contacts she'll Yell at you and tell you not to move. Move. You will then step on her contacts. She'll Yell at you again and then she'll tell you, you can't go to the West side of Rougeport until you get new contacts. So go into the Shop beside you (It has a sign with a Mushroom on it go to the second Toad in the store. Talk to him (You probably Know what to say it's kinda obvious.) Now once you have ordered the contacts beat a the level you're on then go to the Toad shop again. The contacts will be on the shelf, For five coins. Buy it then go to Zess T give her the contacts. You will now be able to: (1) Goto the West side of Rouge port. (2) Get Zess T to cook for you.
