You don't. Torchic isn't available past that first encounter with Birch, and if you picked Mudkip, you're out of luck. It's necessary that you have a friend trade it to you or have a second game to trade it over.

Did you mean you are trying to find a Tropius in Sapphire? If so, they are rare to find in the grass along Rt 119. Mostly you will find Oddish, Zigzagoon, and Linoone, but if you keep looking long enough you will eventually come across a Tropius or even a Kecleon! Or did you perhaps mean that you are looking for a Torchic? If this is the case, there is only one Torchic in Sapphire, which is available as your starter Pokemon from Prof. Birch at the beginning of the game. If you choose Treecko or Mudkip as your starter, then you will need to trade or cheat for a Torchic.
