You need to search down deep, between the layers of 10 and 16. A good way to find diamonds is to use a branch mine, which is basically where you dig 20 blocks in one direction and at the sides on every 3 to 4 blocks you dig 20 blocks in that direction. This almost always yields a few diamonds.
