How do you find the cyclone guy in Legend of Zelda the windwaker?

Cyclos appears randomly in large cyclones as you sail around the sea. It's typically taken about 10 minutes of sailing up and down the grid for me to find him.

Remember, if you're a completionist and want to complete the Nintendo Gallery, you should first obtain the Deluxe Pictograph (color) on Windfall Island. When you find him, DON'T defeat him. Get caught in the cyclone, snap 3 pictos (for insurance,because he's tricky). Show your pictos to the guy in the Ninetndo Gallery. Hopefully, he accepts one. Once he does, you can go ahead and hunt him down again, shoot him 3 times with your arrows, and he'll teach you a song that will allow you to warp to certain points around the sea.
