It looks like you have a network with static ip addresses. You have set up manually an ip address for your network adapter. Just go in the properties of the adapter and put an ip address from the same subnet as other users are using in the network.
A LAN connection usually goes through a network connectivity device, such as a hub or switch or a router. If you want to go directly from a PC desktop to a laptop use a cross-over cable to connect the two devices and configure the network settings appropriately.
If you mean switching LAN cables when the connection is active, then the answer is yes.

To make a world a LAN world click Ecs. On that screen, there is a "Open To LAN" button. Click it. You will get to choose what game mode, and if you want cheats. Click "Start LAN world". Done. The person who created the LAN world must be on to have other players on it. To go onto to a LAN world, Click multiplayer. It will scan for LAN worlds. (P.S You have to be on the same internet connection to connect.)
