Go to the playstation 3 web site and select (support) on the left side of the page then select (error code) on right side of the page then input your code and sony will assist you in fixing the problem but most of the time you will be told to send in your ps3 (Dont due this without doing a little research it could save you time and money to solve this on your own).

Basically it is telling you that you can not connect to the Playstation Network. This could be scheduled maintenance or issues with the Playstation Network Servers if you have access to the internet on your other devices in your home.

You might just want to go to the network settings at the end of the settings menu and do the connection test. If your numbers for the connection look good the site is likely doing some maintenance. It is possible to go to the Playstation Blog and see if maintenance was scheduled
