You don't fix it. Each island is unlocked as the game progresses. Complete all the Portland Island missions and it is unlocked. In this case, during the mission Last Requests you will be taken by boat into Staunton Island. The mission ends here and then the Callahan Bridge will be fixed and the island unlocked.
