You have to descend into the underground through the Hot Hatch. You will need the old vine from the roof of the Storeroom (far left past the living quarters), and the Robot Crab, and Sprocket the robot (inside Sully's Paraphernalia).
Have Sprocket drop the crab on the hatch to cool it down, then enter the tunnels. When attacked by the monster plant, use the old vine to pull down a steam pipe on it. Solve the three puzzles at the bottom left to restore power to the elevator.
