You have to unstack the pieces and never place a larger one on top of a smaller one. This is a game often played with coins.

Take the top piece and put it on the 3rd base (empty middle stack), then the next one on the 4th base (right side), and then put the little one on top of it. Now you can take the third piece and put it on the 3rd base. To put the other two back on top, move the little one back on top of the large piece (2nd base) and then the one under it, and finally the small on the 3rd base. Now you can move the largest piece to its proper spot, and unstack the others as before to put them on top of them in order.
