Buy a rebuild kit and follow the instructions.
change oil spark plug gas check the tank for rust clean the carb suck some ballz and kick it over and see if it runs

if the engine only runs when gas is poured into the carb it is generally caused by plugged jets and/or stuck needle in the seat. if it has been sitting for a length of time the fuel has either crystalized causing the plugging or the ethanol has caused a problem. if it is a new unit, briggs recommends tapping the carb lightly with a hammer to loosen the needle in its seat. for one reason or another the engine is not getting fuel through the carb
sounds like the carb needle valve is stuck or something is stuck in it. not a do it yourself repair, might need new carb. good luck
You probably have a stuck float or the carb is out of adjustment or choke is stuck on. hope this helps
If carb, the float valve is stuck open. Take air horn off carb and check.

the needle on the carburetor is stuck. Take it off and spray some carb cleaner in it, change the spark plug, clean the air filter and then it should be fine.

carb problem my guess would be accelerator pump or stuck power valves in carb.
