After you defeat Gordor, the Go-Rock Squad's leading man, Blastoise will become available for capture. Travel to Fall City and go South until you reach Fall City Port. Take the ladder near the building down and walk the path. Climb down the next ladder you come across. You should come to a small body of water walk close to it and a Blastoise will jump out and the capture will commence.
Blastoise has a three power Soak Field Move and a Water-type PokeAssist.
