Jirachi cannot be caught on Pokémon Sapphire. However, you can obtain Jirachi if you have the Pokémon Colosseum Bonus Disc or the Pokémon Channel for Nintendo GameCube. Jirachi only appears after beating the game a couple of times and getting 5 stars on your trainer card. You have to go to Mossdeep in the Space Center and talk to the man staring out the window. He will say 'Ah... That's successful flight #__' If the __ says 56 or more he'll ask if you'd like to get on, and if you say yes, you'll battle Deoxys. After catching, defeating, or defeated by Deoxys, repeat. This time Jirachi will apear.

no you dont! if i remember right, you need to import him from Pokemon Channel, or use an Action Replay From Feb. 27th to Mar. 13th American GameStops will be giving them away to either Pokemon diamond, pearl, and platinum. Jarachi can only be obtained through special events like this.
you beat the game then go to the professers lab and he will give you the yellow orb then go to any forest and jirachi will be in front of the entrance

Defeat the Pokemon league. Then go to the place where the meteorite struck. On the second step of the last crater, you will stop to meet Deoxys. Its Lvl is only 30. Prepare 15-20 ultra balls. I recommend saving before attempting to catch it.

The Pokemon Colosseum Bonus Disc for the GameCube is where you can upload Jirachi to your Pokemon Ruby and Sapphire.

Another way to get Jirachi in Pokemon Ruby is by using a GameShark or another type of hacking device, then entering in a Jirachi code for that device.

However, you could also get Jirachi by trading with a friend or by having gone to an event (which already passed) where Jirachi was given out.

In Pokémon Ruby, you can only get Jirachi through special event distributions which are no longer being held or through the pre-order Pokémon Colosseum disc that was available as a pre-order bonus for pre-ordering Pokémon Colosseum, the pre-order disc would allow you the opportunity to download Jirachi from it over to Pokémon Ruby however a Pokémon Ruby save file could only accept 1 Jirachi download at any time in order to download more you would need to completely delete Ruby's game save file.
