It's actually quite simple. All you need to do is go to your town gate (located towards the top). There should be a bus stop directly in front of it. Walk up the ramp to the bus stop and click it. It will ask "Do you want to go to the city?", so hit yes. You will drive to the city and once arrived walk up the stairs and go to the right. It's the very first building. Once you spend more time on AC you will learn the location of everything.
