There isn't really a way to get a deer as a pet, but if you find one out in the wild, pause the game, and then press SHIFT+CTRL+C at the same time, and then enter "testingcheatsenabled true", without the "s. You then Shift+Click the deer and select Edit Sim in Create a Sim and save the Deer's skin. You then get a horse, do the same thing, and then load up the deers skin.
