first you have to buy it. you cant buy one with fish already in it. in buy mode go to hobbies and click the fish bowl then you catch fish on live mode then click the fish bowl and click fill or whatever.
Go fishing or buy one through a fishbowl, or the supermarket.
You go on to buy mode and goto hobbies and skills and there you will find the fishbowl.

If you do not own the Sims 3: Pets expansion pack, you may only buy a fish bowl and place a caught fish there. With the expansion, you may have horses, dogs, cats, birds, lizards, and more fish in your household.
There have been no pets included in any of the expansion or stuff packs thus far. However, you can keep the insects and butterflies your sims catch in cages. You can name the insect, and have your sim watch them. Just drag a bug/butterfly from your sims inventory onto a desk/coffee table/nightstand/ or counter. You can also buy a fishbowl and put fish your sims catch into the bowl, no matter what size the fish is. Also, In the High End Loft Stuff pack, you can own an aquarium. Until new expansions come out, bugs and fish are the only pets you can have unfortunately.
Your fishbowl is not suitable for keeping fish in. Far better you use it as a Vase. The minimum water requirements for fish are 1 inch of fish needs at least 1 gallon of water. If you want young fish to grow out properly you will need to do much better than 1 gallon to 1 inch and make it more like 3 gallons to the inch.
