Theres no helicopters on the first island. You can either do the missions and the gates will open or use the flying cars cheat to fly over the gates of Starfish Island. You go into downtown and then only a bit away from the bridge that leads you to prawn island is VCN. Go into that building, up the ramp/stairs and you've got a Heli!
