How do you get a high enchatnment in minecraft?

Try placing your Enchantment Table in a room made of bookcase blocks. You will see white debris coming torwards the table and black debris moving away from it. Soon, the levels will get higher for your enchantment table.

Stronger enchantments can be learned by placing book shelves around the Enchantment Table. (1 empty block around the Enchantment Table to give the player room to get in around it.) The glyph particles will appear into the Enchantment Table if there is a least one bookshelf placed. The more the bookshelves are placed around the table, the better the enchantments will be.

Once you have built your enchantment table put bookcases around it in a certain formation and it will boost the enchantment level.
