How do you get a hunter helicopter in gta vice city?

To get it, you must collect all 100 hidden packages. As far as I know, and as far as everybody knows, there is no cheat code for it. I have looked at nearly every major game help/cheat sites and there is no mention of any cheat. Once you have collected all 100 hidden packages, it will appear in the army base (just north of the airport). And make sure you're wearing a police uniform or you'll get killed (have to finish the Cop Land mission for the uniform).
