The Oval Stone is an object used to evolve Happiny into Chansey. Happiny did not exist at the time of Fire Red and Leaf Green's creation; it was part of the fourth generation, released in Diamond, Pearl, and Platinum. As such, you cannot get the Oval Stone by any means in Pokemon Fire Red or Leaf Green. If you are thinking of the Lucky Egg, which raises the amount of Experience Points earned by the holder in battle, it's held randomly by wild Chansey. Good luck getting it; the only place you find Chansey in Fire Red is the Safari Zone, and you have no way to stop it from running away at any time. On top of that, the chances of finding a Chansey in the Safari Zone are only 1%, and the chances of it holding a Lucky Egg are only 5%. Like I said, good luck.
