If you haven't got the kimono yet, then go to the garden hut called Bonsai Trees and get a kimono. The passport will be in the pocket.
*Note that you have to pass the hut, get arrested, and get thrown into jail. Only after you escape using the amulet will the Bonsai store be open.

you must give the bonsai seller bonsai clippers and say you need a kimono then she will give you some choices.:)
You go to the Bonsai shop which is now open. Then, you get the kimono with a passport in it. You pass the guards with it, then see Jack and Annie being arrested for not having one. You spend the rest of the island looking for them and getting them out of jail. Hope this helps.
You go pretty much the only place that you can enter, the shop in the beginning of when you get to Japan. And in the kimono's pocket, you will find a passport.
There is a shop that says BONSAI TREES go in there and talk to the lady there she'll give you a kimono and there's a passport inside
After you trim the bonsai trees you get a kimono from the woman who sells the trees. In the kimono there is a passport. You will now be able to get past the guards.
