Assuming you are talking about the Science Career on The Sims 3, check the careers tab on your Sim's info panel and see which skills are needed for your career. If you need a skill, the skill bubble will have a white halo around the empty bubble. If you have the skill already, the bubble will be filled with green and have a white halo around it. Go to work in a good mood, gain skill points in the ones your career needs, and go to work on time. After a few days, you should get promoted.

The part-time job at the spa is a job that does not have promotions, however you can earn pay raises.
I don't think there is any cheats part from trying to get a promotion but if you keep completing the thing to get a promotion you will earn lots of money if that's what you need :)
