You have to buy a dried shroom and a dizzy dail (in that order) then the kitty boo shop owner will ask you two questions and you say yellow to both of them.
Take the train (or pipe if you know were it is...) to Poshley Hights look around for a bit, hopefully you will find a stall wit a Toad selling Fresh Pasta for 50 coins.
