The Ushanka was a random special loot item that was available during the first event celebrating the coming of Moscow. There were seven other items given away at this time as well. If you were able to collect all 8 items, a special armor was given as a reward. These loot items were only available for one weekend. Unless Zynga brings it back into the game there is no way to get an ushanka because people that already have them are unable to give them away. There is a possibility that Zynga could bring them back because the second event celebrating the coming of Moscow was Tigers Unleashed. These items were only available as random loot drops for one weekend as well. Later, however, Zynga made the Tigers Unleashed loot items available by offering Tiger crates that you could purchase with godfather points.
