Select the code in Action Replay, then press L+R while in the game. Subtract from 493 Master Balls/Heart Scales the number it will take to get the national pokedex number of the Pokemon you want. Exit the menu and press L by itself. Walk around in tall grass and the next Pokemon you encounter should be the Pokemon whose number matches the number of remaining Master Balls/Heart Scales.

You cannot obtain all the starter Pokemon and every poke'mon (Unless you don't count Mew) without trading with a friend. Only Super rare poke'mon (Like Mew for example, and Jirachi) can only be obtained through special Nintendo sponsored event, or through a friend that has been to one of those events and obtained that rare poke'mon.
