There are no bikes in GTA 3. The technical side to this is because they used a new game engine called RenderWare and it was in an early stage so it couldn't handle bikes, swimming, climbing and user controlled helicopters. Vice City used an improved version of RenderWare so bikes and helicopters were available to the player.
