Apart from buying weapons from the dealers, and taking weapons from fallen enemies, here are the hidden locations of the shotguns available on GTA IV:

PUMP ACTION SHOTGUN:

Dukes:

• Meadows Park - on the delapidated pier to the right of Dukes Bay Bridge.
• Francis International Airport - the first support column on the right, going from the aiport entrance (Broker/Dukes Expressway on-ramp).

Bohan:

• Northern Gardens - on the north side of Grand Boulevard, over the cliff. Next to a large bush.

Algonquin:

• Varsity Heights - by two trailers in a building equipment depot, to the right of Union Drive West. Lying on a wall.
• Middle Park - on the platform of the Algonquin Inner Line at North Park Station.

Alderney:

• Alderney City - behind Auto Erotic Car.

COMBAT SHOTGUN:

Dukes:

• Francis International Airport - behind the Control Tower. This will attract a wanted level of four stars though.

Bohan:

• Northern Gardens - in the back room of the Triangle Club.

Algonquin:

• Lancaster - on top of the RON oil garage.
• Castle Gardens - in a empty room at the construction site. Near some ladders.

Colony Island:

• Leaning next to the entrance door of the old, ruined hospital building.

Alderney:

• Alderney City - on top of the air conditioning tower of a building with the Science of Crime billboard - off Applewhite Street.
• Alderney City - between the western support beam of the Hickey Bridge and Alderney. Go down the ladder by the electrical sub-station.
• Acter Industrial Park - underneath a flight of stairs in the old warehouse, where Niko did some sniping in Pegorino's Pride.
