When you finished delivering the Letter to Steven in the Granite Cave, go back to Rustboro in the Devon Building and talk to the guy in the table in the 3rd floor. He will give you the EXP share.

there are two ways to get. it is to defeat or catch the red gyrados which is in the lake of rage and give the red scale that you get to mr. Pokemon and you will get the exp. share or get 3 matching numbers in the golden rod city lottery.
