Okay, now to the srs bsns, I wouldn't recommend piracy (especially when this game is $10-$20) but I don't think it's possible if it didn't come with the weapons, you can look around for a copy that already has the weapons unlocked though.

Weapon in TF2 are:

Unlockable, Craftable, Droppable, Promotional, Distributed.

Almost every weapon and item in TF2 is craftable. You can use a bueprint to create specific weapons and items

Promotional weapons initially require participation in Valve promotions, but can be traded for later in-game.

Distributed weapons are distributed for participating in Valve contests or events, like the Saxxy awards or the Golden Wrench.
