Once your done talking to every body go to the house in the survival area next to the Pokemon center and enter. Talk to the old man at the counter then talk to the guy next to the counter (the fire gym leader) he will run of to the battle frontier DO NOT follow then go to the cave were the commander was arrested heatran will be waiting for you......
