You cannot catch Jirachi on Emerald unless you use Action Replay, an event, or a cheat.

You need to have a Gamecube and the pre-sale disc of Colosseum and transfer it into Ruby or Sapphire.

In order to get Jirachi in Pokémon Emerald, you need to trade him from Pokémon Ruby or Pokémon Sapphire. To get Jirachi in Ruby or Sapphire you need to transfer him from the Pokémon Colosseum Bonus Disc. You could find one on eBay.

Another answer: get the rare Pokemon Colosseum bonus disk and trade over You can receive it from either a Nintendo Event, through the Pokemon Colosseum bonus disc or in Pokemon Channel. firtsly u cant really catch jirachi without cheats u need to fly to moon n on flight 100 they will take u to the moon where u find a master ball n jirachi
