Turn it off then jump up until you reach an opening in the fence and jump through it.
you have to turn of the power to the electric fence and get a construction hat
watch out for mine carts
Actually both! The Inside is yours the outside is your neighbor's
it is on the fence at the mine shack.
At the Diamond Mine, you need a hardhat to enter the mine. You can get one at the Safari. Enter the mine to the right, and press the dial on the electric fence control. This will turn off the power, but only for a very short time, as indicated by the moving timer knob. You must run left, up the ore pile, right across the conveyor belt, down through the hole, to the opening in the fence wire.

(As you have just started the Diamond Mine at this point, see the related question below.)
You will need the hardhat to enter the mine. Get it from the Safari. There is a hole in the fence at the upper right (below the right side of the conveyor belt). But you need to turn the power off temporarily. Enter the mine and press the timer for the electric fence. It will set itself fully back and begin to move clockwise. You have that much time to get through the hole in the fence. Run left, up the pile, jump onto the conveyor belt, run right, and jump through the gap in the belt, to reach the hole in the fence.
Dodge the mine carts, go down the elevator, blast the rock and the wall, ride the mine cart, and get the White Jewel from the diamond pile. (see related question)
The part of the fence that is yours typically extends from the boundary marker or property line to your side of the fence. If there are no clear markers, it's often understood that the fence belongs to the property owner whose side the fence faces. You might also want to check local property records or agreements with neighbors to clarify ownership. If in doubt, discussing it with your neighbor can help resolve any uncertainties.
There is an electric fence around the Diamond Mine on Nabooti Island.
Mine was digging for a week and then it layed eggs, so it might be pregnant!
