Go to the Bibarel in the meeting place and pay it:

500 berries to get 3 bars

1,000 berries to get 4 bars

1,500 berries to get 5 bars

There is also an Electabuzz to upgrade your Thunderbolt, a Ponyta to improve your Dash and a Primeape to learn/upgrade Iron Tail

You must go to the Meeting Place and Talk to Bibarel next to Electabuzz, Ponyta, and Primape. Be sure to have berries with you, as he asks for more each time.
