How do you get more sims in The Sims freeplay?

Follow your goals until you get 20 lifestyle points (if the option to build a house does not come up, you need to go up a level.) Either get the Geek house or the Cinema house (at the very end of the list of houses) and add a sim in. In the Geek house sell all of the computers and in the cinema house sell all of the chairs (not the TV, the chairs, they cost a lot!) and you should be filthy rich!

You have to buy a house. But sometimes depending on the level you are on, there is a limit of sims to have.
