Luigi is a medium sized charector, so all the cars and bikes for ALL of the medium sized charectors will be the same. so if you unlock a bike for for 1 medium charector it is open to use for ALL the rest of the meduim charectors too.
well if u pass the whole game there is no new tracks but inmultiplayer mode with 1 Mario kart DS game multiplayer match i don't know sorry i am trying to find out too
