To get to the badge shop (where ms. mowz is), you must enter the hotel in Rougeport where there is a pub downstairs, go up the stairs to the hotel part of it, and walk to the upper left part of the room (upper as in the part closer to you) and you will see a door. Go in the door, and you will be on the roofs. Just walk a little to the left and there will be a little store on top of the item shop. Go in, and that's where ms. mowz is. :)
