Without cheating or glitching the game, the only way to go to the other island is by completing missions for the local bosses. When you are on a certain mission, you will be able to get access to the other island by boat. After you complete this particular mission, the bridge will be repaired, allowing the player to pass between the two first islands freely.

The same goes for the bridge between the second and the last island. You just have to take the last mission of island two, and you will granted access to ride a car over the bridge to finish the mission, after which the bridge will be fully functional.
